Frontend - Platform - Create `util.scss` for auto generating classes

I think is a good thing to have, it's essentially tailwind with a limited ruleset to discourage devs from heavily relying on it, in my head I think we should keep style sheets for larger components with in-depth styles, but for padding and margins for pre-existing components.

Also should take this issue as an opportunity to set some global styles.
